I would like to know if it's possible to change the handlebar to reduce the backsweep of the original one. I think the blocking point is the rain cover.

...or the helmets of your children. I don't know the UA but had a similar issue on my bike, where I could see that having some backsweep makes a big difference in not colliding with children helmets.
Just try it our with some simulating pice of wood or whatever.
